Fulbright Lane Kirkland Scholarship Program

The purpose of the Lane Kirkland Scholarship Program is to disseminate and transfer Polish experiences in the field of economic and political transformations to neighboring countries of Central and Eastern Europe within the framework of a two-semester supplementary study program in Polish schools of higher education as well as 2-4 week professional internships in state and private institutions. The main aim of the program is to educate the new intellectual, political and economic elite, capable of undertaking effective activity leading to democracy, a market economy and a civic society in their countries.

THE PROGRAM PATRON is Lane Kirkland, who passed away in 1999, the legendary trade union leader (AFL-CIO) and promoter of the Polish-American Freedom Foundation. In the 1980's, he wholeheartedly backed the Solidarity movement and supported it during the underground years. He also supported the aspirations for freedom of other peoples of Central and Eastern Europe. He was the recipient of the highest orders and distinctions, including the American “Medal of Freedom” and the Polish “Order of the White Eagle.”

CANDIDATES:

In the 2004-2005 academic year, the Kirkland Program is addressed to future leaders from Ukraine, Belarus, Lithuania, Slovakia and Russia (Kaliningrad District), demonstrating possibilities of applying the knowledge and skills obtained in Poland for economic, social and democratic transformations in their home countries and representing the following professional groups:

 researchers employed in schools of higher learning and scientific institutes
 civil servants, experts and employees in the public and local government institutions with prospects of assuming managerial positions in the near future
 entrepreneurs, leaders of small and medium-size business
 leaders of non-governmental organizations
 journalists

The professional career to date of the “model” candidate for a Kirkland scholarship should differ from average careers and stand out by a commitment to public affairs in the candidate's home country. The character and level of professional experience of the candidate should be related to the type of studies to which the candidate is applying within the framework of the program.

 economic and management
 public administration and business administration
 local government administration
 law
 political science
 social science

PREFERENCES:
 up to 35 years of age (in justified cases up to 40)
 candidates actively working in their professional and social fields, who have significant achievements in one of the fields listed above

ELIGIBILITY CRITERIA:
 citizenship and permanent residence in one of the five targeted countries
 individuals with a permanent residence card in Poland are ineligible for Kirkland Scholarships
 master's degree (for candidates from schools of higher education, doctorate or enrollment in doctoral studies are required)
 Polish language proficiency sufficient to effectively attend lectures and seminars (alternatively, English — in case of availability of a specific study program with English as a language of instruction selected by the candidate)
 Minimum 2 years of professional experience

REQUIRED DOCUMENTS:

1. Application form
a) detailed personal questionnaire with 1 current photograph of the candidate attached
b) proposed program of study in Poland justifying the need to participate in the Kirkland Program and including the future plans connected with its completion (up to 2 pages)
2. Curriculum Vitae (CV) including a list of publications (* A copy of one publication can be attached to the application; candidates not engaged in research activity should send a list of work accomplishments and outstanding achievements, realized goals and projects as well as, if possible, copies of supporting documents.)
3. Two letters of reference describing the exceptional achievements and the qualifications of the candidate as well as the expectations connected with the candidate's further development and work in the chosen profession (in Polish, English or Russian). Letters of reference must be sent directly to the Fulbright Commission by the persons recommending the candidates.
4. Copy of diploma

FINANCIAL INFORMATION:
Monthly installment paid to Kirkland grantees in Polish currency: 1 900 PLN (approx. 500 USD). In addition, the Fulbright Commission covers the following costs: university fees; accommodation; insurance; one return ticket to Poland, public transportation tickets; purchase of research materials and assistance. Laptop computer and printer will be loaned to each Kirkland grantee for a period of scholarship.

SCHOLARSHIP PROGRAM:
1. Orientation (10 days)
2. Classes at universities in the leading Polish academic centers, such as e.g. Warsaw, Krakуw, Poznaс, Lublin, Wrocіaw
3. Preparation of semester works and theses
4. Joint seminars for all Kirkland grantees — presentation of achievements
5. Professional internship (2-4 weeks) after completing the academic program
6. Award ceremony — presentation of diplomas
