Tacis Bistro Programme is operated under the European Union Tacis initiative and managed by the EC Delegation to Ukraine. The overall objective of the Tacis Bistro Programme is to support the transition process towards a democratic society and a market economy in Ukraine. The Programme aims at complementing the main Tacis programs by providing a rapid and flexible mechanism for supporting small-scale technical assistance projects.

The Bistro Programme provides support to small-scale activities related to 3 areas of co-operation selected in the Indicative Programme 2002-2003 for Ukraine: "Support for Institutional, Legal and Administrative Reform", "Support to the Private Sector and Assistance for Economic Development" and "Support in Addressing the Social Consequences of Transition". Projects implemented under Tacis Bistro Programme are self-contained, encompassing various phases and activities (data gathering, analysis, identification of solution, implementation, and dissemination) that together provide for an improved situation.

Tacis Bistro Programme does not provide individual sponsorships for participation in workshops, seminars, conferences and congresses; individual scholarships; feasibility studies or business plans.
The duration of the project does not exceed a year and the budget does not exceed €199 999. Required 2-6 experts provide expertise, which are selected primarily on the basis of their expertise and experience in the areas in question. Project applications are welcome from the Ukrainian organizations.
