of Taras Shevchenko National University of Kyiv
General provisions
1. Taras Shevchenko National University of Kyiv (hereinafter referred to as the University) is the leading higher educational institution of Ukraine, national attainment of education, science and culture which on the basis of its activity gained nationwide and worldwide recognition that is reflected in Decrees of the president of Ukraine of November 25, 1999, No. 1496 "On Taras Shevchenko National University of Kyiv" and of May, 05, 2008, No. 412/2008 "On measures as to rising the status of Taras Shevchenko National University of Kyiv".
The University bears the status of self-governing (autonomous) research State Higher Educational Institution which, according to Ukrainian legislation and this Statute, independently deals with the issues of training, re-qualification, advanced training, attestation and distribution of highly qualified specialists, and upbringing of nationally conscious intelligentsia.
The University was founded on November, 2, 1833, by the Decree of the Emperor Nikolai I as St.Volodymyr Imperial University.
2. The University is a legal entity, has its own assets, is entitled to acquire material and own non-material rights, as well as to have commitments, to act as a plaintiff and defendant in a court.
The University has its independent balance, its own emblem, flag, seal with its name and State Ukrainian Emblem, official letterheads with the University emblem.
Location of the University: 60, Volodymyrska St., 01601 Kyiv, Ukraine.
The educational activity corresponds to the 4th (the highest) level of accreditation.
3. The activity of the University is based on the Constitution of Ukraine, the Laws of Ukraine "On Education", "On Higher Education", "On Educational and Research and Technical Activity", conceptual principles of the National Doctrine of the Education Development, State National Program "Education" ("Ukraine 21th Century"), other legislation of Ukraine and this Statute.
4. The University provides training, re-qualification and attestation of specialists of various educational qualification degrees, educational and research staff both on- and off-the-job.
The University enrolls students, cadets, postgraduate military students, postgraduate and post doctoral students on a competition basis.
The University provides full-time, evening, part-time, distance and external forms of education according to the courses and specialties determined by the license on educational activity.
Education and research are conducted in the official state language.
By the decision of the Academic Council of the faculty (institute) foreign languages are acceptable for instruction at the University.
5. The University provides training, re-qualification and attestation of specialists of foreign states in accordance with the international agreements, contracts with legal entities or individuals or from the funds transferred to the University accounts.
6. The autonomy of the University is determined by this Statute and provides for:
the right to make independent decisions and within its competence conduct educational, research, and administration activities;
at its own discretion determine the forms of education, courses and specialties of specialists' training considering the needs of the labor market and types of educational process arrangements in accordance with the licensed program of such activity;
financing by the funds provided in a separate line of the State Budget of Ukraine at individual standards which are defined by the Cabinet of Ministers of Ukraine under the Decree of the President of Ukraine "On Taras Shevchenko National University of Kyiv", and other funding;
own judgment on forms and amount of employees' salaries, management of funds received for the services accounting for the proportion assigned for salaries and financial motivation;
independent University assets and property management, including property which is handed over to the University for operational management, both for lease and use with no right for acquisition on a legal basis;
permanent and free of charge use of the assigned land lots with the right of conveying them for temporary use, including on leasing basis in order established by the legislation;
the right to establish legal entities of any kind of ownership funded from specialized accounts;
at its own discretion to set up its structure and staff lists for all categories of employees;
provision of additional educational services including education in foreign languages and additional research services;
cooperation activity on the basis of agreements with other higher educational institutions, enterprises, establishments and organizations.
7. For the University proper operation the Supervisory Board is set up, the structure and provisions for which are approved by the order established by the legislation of Ukraine;
8. Setting up and operation of any political party, social or political and religious organizations are not acceptable in the University.
A person's belonging to any political party, public or religious organization that acts in accordance with the Constitution of Ukraine is not an obstacle for his or her participation in educational process.
9. The University records are done and managed in the state official language of Ukraine. Reporting is provided in accordance with valid legislation.
10. The University Days is a pan-University holiday which is celebrated annually by all faculties and other structural units on the 3rd Thursday of September.
Mission, tasks, rights and commitments of the University
11. The mission of the University activity is to provide conditions for higher education and research.
The main tasks of the University are:
carry out educational activity aimed at training and re-qualification of specialists of appropriate educational qualification degrees up to higher education standards;
organize educational process in close relation with implementation of educational and scientific, research and design projects providing development of fundamental and applied research, solution for most important issues of social and economic, scientific and technical, public and political development of the state;
participation in implementation of the state policy in educational and research areas;
definition of the trends and tendencies of educational and research development;
training, re-qualification and attestation of academic staff of highest qualification;
dissemination and practical implementation of science knowledge;
management of specialized schools, gymnasiums, lyceums, colleges and boarding schools;
organization and management of conferences and other educational events;
execution of cultural and educational activity;
provision of necessary conditions for inheritance and development of Ukrainian people national traditions;
creation of due conditions for public health care, safety at work, rest and improvement of health of employees, students, cadets, postgraduate military students, postgraduate and post doctoral students, veterans of the University;
management of other issues in accordance with the legislation of Ukraine.
12. According to these tasks the University:
makes necessary decisions and acts within its competence and legislation;
determines content of education, programs and organizational forms of training;
sets up individual terms of selection and admission of talented youth, and establishes admission procedures according to the fields of study and courses within the terms limits of the state order and license of the University;
at its own discretion determines the numbers of students, postgraduate and postdoctoral students per one regular academic position at the University within the staff funds;
issues a diploma of the higher education of its own pattern approved by due legislation;
approves the schedule of publishing of the University educational and research papers;
approves candidates for the heads of State Examination Boards;
awards academic title of professor, associate professor, senior researcher in accordance with the established procedure;
ensures the publication of science and methodology journals, analytic reports, etc.;
on its own basis sets up preschool educational institutions, schools, lyceums, colleges, institutions, institutions for advanced training, other educational institutions in accordance with the legislation, can be a founder (cofounder) of legal entities that act in accordance with the University areas of activity;
designs its own organizational structure, approves staff lists and determines forms and system of salaries, raises and bonuses and other conditions of material motivation of employees in accordance with the legislation considering point 4 of the President's of Ukraine Decree of November, 25, 1999 #1496/99 and point 1.2 of the President's of Ukraine Decree of May, 5, 2008 #412/2008;
sign a collective agreement with trade union organization following its approval at the staff conference;
transfers from balance to balance or signs off equipment, devices and sets-up (including manufactured by the University), materials and books;
purchases and alienates accommodation and other tangible property acquired by the University at its expense in accordance with the legislation;
makes investments into housing construction and shares into housing construction from the University funds;
provide the University staff with acquired or constructed accommodation on the basis of both partial redemption and free of charge;
signs off the books main assets, both unserviceable or outdated facilities (with no cost limitation) in accordance with the legislation;
provides fee-based services to legal entities and individuals in accordance with the legislation;
executes various types of jobs (production activity);
conducts research and technical expert evaluations;
conducts medical and veterinary practice;
conducts construction activity in accordance with license terms, envisaged for this kind of economic activity;
trades in books, newspapers, and stationery;
is involved in retail;
purchases, rents, orders equipment or other tangible property at the expense of committed or own funds;
funds received from selling goods and services, renting out of premises under the terms set by the legislation, non-used equipment and other material resources are kept at own disposal, used for extension of material, technical and educational basis;
cooperates with other institutions, establishments and organizations in implementing the statute activity;
provides telecommunication services in accordance with license conditions of this kind of economic activity, provide Internet access service;
issues large-circulation newspaper, creates TV videos, can have own television and radiocasting stations, disseminates information via the Internet, conducts other kinds of publishing activity, develops its own publishing scope;
on the basis of direct agreements and contracts with other organizations and institutions executes various kinds of jobs (training, re-qualification of staff, exchange of specialists, educational, cultural, and production activity, organization of conferences, fee-based services for people), sets up legal entities, and order jobs from various organizations with various forms of ownership;
annually or every semester establishes scholarship for students, postgraduate and post doctoral students upon funds availability, in the order and amounts determined by the legislation;
uses various types of training, re-qualification and advanced training of the staff;
sets up faculties (institutes), departments and laboratories, science and research institutions, other divisions and ceases their activity;
establishes bonuses to scientists, students, postgraduate and postdoctoral students of the University;
provides telecommunication services in accordance with license terms of such kind of economic activity;
provides Internet access services;
decides on other issues in accordance with the legislation.
13. The University guarantees:
compliance with the legislation of Ukraine;
compliance with the state education standards;
safe conditions for educational, research and economic activities;
compliance with financial regulations and preservation of state property;
social safety of staff members and other participants of educational process;
Managing and self-government bodies
14. The University activity is governed by the Rector and according to the Statute within powers assigned to him, who acts in accordance with regulatory and legal framework, bears the responsibility for the results of the University work. The candidate for the Rector position is elected by secret voting of staff conference on competition results in the order, prescribed by the Law of Ukraine "On Higher Education". The Rector is appointed and dismissed by the Ministry of Education and Science of Ukraine.
Only a citizen of Ukraine, speaking the official language fluently and bearing the title of professor and academic degree of Doctor of Sciences, having teaching experience equal or over 10 years, can be recommended for the Rector position.
The Rector assumes the office from the day of the correspondent decision by the Ministry of Education and Science of Ukraine. The act of the order announcement takes place at the extended session of the Academic Senate of the University.
In accordance with the legislation the Rector acts on behalf of the University, represents the University in all state governing bodies, enterprises, institutions and organizations, manages the University property, concludes agreements (contracts), issues orders, opens bank accounts.
Within his/her competence the Rector:
submits draft of the Statute of the University, its amendments, annexes to the Ministry of Education and Science of Ukraine;
issues orders and instructions on all areas of the University activity;
approves resolutions of the Academic Senate of the University;
appoints Vice-Rectors subject to the approval of the Academic Senate of the University, determines their job responsibilities, delegates a part of his powers to them;
approves the University structure subject to the approval of the Academic Senate;
approves a personnel arrangements of the University, approves and fulfill budget estimate;
approves the numbers of students, postgraduate and postdoctoral students, per one regular academic position of the University within staff funds;
concludes the collective agreement with staff members, signed by the head of trade union committee as its reputable representative on behalf of staff members;
together with the primary trade union organization submits and signs the Rules of internal procedure for the staff members', subject to the staff conference approval;
ensures work safety, compliance with the Ukrainian legislation, this Statute, the University Rules of internal order;
employs and dismisses staff, specifies their area of responsibility, delegates a part of his powers to the heads of structural units;
forms a student body of the University;
annually reports on the results of the University activity to the conference of staff members;
performs other duties in accordance with the legislation and Statute of the University.
The Rector has a right to bring up an issue of nonconformity of a status of dean, institute director, research library director, and department head, etc. prior to the end of their entitlement term before the Academic Senate of the University.
In case of retiring, the Rector, having run the office for more than two terms in succession, can be appointed to the position of Honorary the Rector according to the procedure established by the Cabinet of Ministers of Ukraine, with the payment from the University funds in the amount of average salary that s/he received prior retirement.
15. The highest collegiate body of public self-government of the University is the staff conference, 75% of which are academic and research staff. The staff conference is entitled to:
approve the Statute of the University and its amendments at the proposition of the Academic Senate;
elect a candidate for the Rector position by secret voting, prepare and submit its proposals to the Ministry of Education and Science of Ukraine;
approve or disapprove the collective agreement;
elect the Labour Disputes Commission;
hear the annual reports of the Rector and evaluates his/her activity;
consider an issue of prescheduled termination of the Rector powers due to the reasoned proposition of the Supervisory Board or Academic Senate;
elect representatives of faculties (institutes), others structural units to the Academic Senate of the University;
approve the student self-government bodies clause;
approve the Rules of internal procedure of the University;
consider other issues of the University activity within its competence.
16. The head of the staff conference is the head of primary trade union organization of the University. In case of temporal absence of the head one of the deputy heads holds a conference. The secretary of the conference is elected among the conference delegates. The term of office of the conference head and secretary is 3 years. In case of temporal absence of the secretary conference delegates elect a secretary for running the current meeting.
The delegates for staff conference are elected at general meetings (conferences) of structural unit staff:
from faculties, institutions - ten academic staff from a unit;
from other structural units - two delegates from each unit.
The term of office for delegates is three years.
The newly-elected delegation of the conference and its current changes are published in the University mass media.
17. The conference is held annually.
The calling of the staff conference is taken by the common decision of the rector and primary trade union organization of the University.
The staff conference is held by the members primary union organization of the University without consent of the Rector if the latter had not provided such a consent within five working days.
The conference is considered legally bound if two thirds of the total number of delegates attended. The conference decision is made by the majority of votes.
18. A public self-governed body of an structural unit is a meeting (conference) of its staff. A meeting is held in the structural units with the number of staff no more than 100 members. A conference is held in the structural units with total number of staff over 100 members.
A staff meeting (conference) of a structural unit is held annually by the common decision of the primary trade union organization of the structural unit and its head.
A staff meeting (conference) of a structural unit is held by the members of primary trade union organization of this structural unit with no consent of its head if the latter hadn't given any such a consent within five working days.
Head of staff meeting (conference) is the head of primary trade union organization of a structural unit. In the case of the temporary absence of the head, the meeting (conference) is run by his/her deputy. A secretary is elected from the participants (delegates) of meeting (conference). The term of office for the head and the secretary of meeting (conference) is 3 years. In the case of the temporary absence of the secretary, a secretary to run the current meeting is elected by members of the meeting (conference).
The term of entitlement for delegates of meeting (conference) is three years.
A staff meeting (conference) of a structural unit:
evaluates activity of dean, head of other structural units;
approves an annual report on the activity of a structural unit;
submits propositions on the candidates for the head to the Academic Council of a structural unit;
submits suggestions to the Rector on withdrawal of the dean or the head of other structural unit;
elects delegates to staff conference of the University ;
elects candidates to the Academic Senate of the University, faculty or other structural unit;
solves other issues, according to the legislation.
The procedure for running a staff meeting (conference) of a structural unit is described for the relevant structural unit.
Structure of the University
19. The structural units of the University are faculties, institutes, departments, laboratories, centers, units, authorities, sections, finance and accounting departments, museums, Science Library, campus, Botanical Garden, Kaniv Nature Reserve, fitness and sports complex in Beregove (the Autonomous Republic of Crimea), sports and fitness camp in Pliuty (Kyiv region) and others structural units.
Structure of the University includes legal entity: Fomin Botanical Garden, Kaniv Nature Reserve.
20. The funding for structural units is approved by the Rector
21. Structural units act within the powers, assigned by the Rector and the legislation.
Academic Senate of the University, faculty, institute
22. Academic Senate is set up to solve the most important issues of the University activities. No less than 75 % of the Academic Senate are academic staff of the University.
The Academic Senate consists of: the Rector (head), Vice-Rectors, deans of faculties, heads of institutes, chief accountant, heads of other structural units, the head of trade union committee, deputy head of trade union committee on student issues, head of veterans and elders council, representatives of public self-government bodies of students, postgraduate and post doctoral students, science secretary. The Academic Council consists also of representatives of faculties, other structural units, elected by staff meeting of the University at the proposition of public self-government bodies of structural units (2 representatives of each faculty and 1 representative of other structural unit).
Member structure of the Academic Senate of the University is approved by the order of the Rector for a term of seven years.
The meeting of the Academic Senate of the University is considered legally bound if two thirds of the total number of delegates attended.
A decision is considered to have been made, if more than half of the participants of the Academic Senate meeting had voted for it.
The Academic Senate of the University:
develops the draft of the University Statute, its amendments and submits it for consideration to the staff conference;
takes part in solving issues of education process management;
decides on main directions of researches, evaluates research and education activity of faculties (institutes) and others structural units;
approves a finance plan and report of the University;
considers main issues of economic and social development of the University;
determines amount of teaching hours;
submits proposals to the Rector on appointments to vacancies or dismissal from the office of Vice-Rectors, directors of institutes, director of Science Library and chief accountant;
nominates university staff for state awards, honorary titles, state and other prizes;
submits recommendations to the Rector on liquidation and restructuring of laboratories, departments, institutes, faculties and others structural units.
appoints heads of departments, professors, senior and leading researchers by secret voting.
confers University titles in due procedure: "Honorary doctor of Taras Shevchenko National University of Kyiv", "Honorary professor of Taras Shevchenko National University of Kyiv", "Honoured professor of Taras Shevchenko National University of Kyiv", "Honoured sientific and pedagogical employee of Taras Shevchenko National University of Kyiv", "Honoured sientific employee of Taras Shevchenko National University of Kyiv", "Honoured employee of Taras Shevchenko National University of Kyiv", "Honorary veteran of Taras Shevchenko National University of Kyiv";
nominates the research papers of students, postgraduate and post doctoral students, and researchers for various competitions, awards, etc.;
sets up commissions for background research on certain issues for Academic Senate consideration;
makes budget estimations and funding for various structural units of the University as assigned by the state budget of Ukraine;
duly decides on an appointment of honorary rector;
makes decision on conferring a degree of senior lecturer, professor, senior researcher;
considers an issue of land use;
develops symbols of the University;
considers other issues of the University activities according to the legislation.
Decisions of the Academic Senate of the University are implemented by the decision of the University Rector.
Staff Conference and Academic Senate decisions, University regulations on education management, research, and methodology issues are published in the newspaper "Kyjivskyi Universytet" and on the University web-site.
23. Academic Council of a department (institute, other structural unit) is organized to solve the most important education and research issues of a structural unit. The Academic Council of a department (institute) by positions consists of: the dean (head), deputies, heads of departments, the head of trade union committee of a department (institute), head of trade union committee on students' issues of a department (institute), head of public self-governance bodies of students and postgraduates of a department (institute), head of veterans council and elders council of a department (institute, academic unit), science secretary, representatives of departments, other structural units, elected from researchers, academics and other staff and work full-time. No less than 75 % of Academic Council should consist of researchers and academics.
Representatives are elected by staff meeting (conference) of the faculty (institute) on the proposal of public self-governance bodies of structural units, where they work according to the numbers set by statute of a department (institute).
Members of the Academic Council of a faculty (institute) are approved by the Rector for 7 years.
Head of Academic Council of a department (institute, academic unit) is its dean (director).
Academic Council of a department (institute):
approves educational programs and curricula of specialist's trainings, finance plan and reports of a structural unit subject to the University Rector's approval;
considers issues of teaching methodology for the subjects taught, management issues of education and research;
determines subjects for research and approves reports on its implementation;
approves subjects for doctoral and postdoctoral dissertations, individual plans of postgraduates, advanced students in military academy, candidates, doctoral postgraduates, recommends supervisors (consultants) for postgraduates, advanced students in military academy, candidates, doctoral postgraduates, certificates postgraduates, advanced students in military academy, candidates, doctoral postgraduates;
proposes to the University Academic Senate to award titles of professor, associate professor, senior researcher;
by secret voting elects to a position of dean (director), associate professor, senior teacher, teacher, assistant.
decides on other issues according to its powers.
Decisions of Academic Council of a department (institute) are enforced by a department dean's (institute director's) decision. Decision of Academic Council of a department (institute) may be canceled by decision of Academic Senate of the University.
Organization of Educational Process
24. Participants of educational process in the University are students, academics and researchers, other staff members taking part in educational process (specialists, senior laboratory assistants, methodologists, etc.).
25. The organization of educational process at the University is determined by the laws of Ukraine "On Education" (1060-12), "On Higher Education" (2984-14), Decrees of President of Ukraine "On Taras Shevchenko National University of Kyiv", statute of educational process organization in institutions of higher education, approved by the Ministry of Education and Science and registered by the Ministry of Justice, this Statute, Rules of internal procedure and other regulations.
26. The admission of students, military students, postgraduate and post doctoral students is carried out in accordance with the Admission rules approved by the admission commission.
Admission commission is appointed by the Rector according to the law and with consent of Academic Senate of the University.
Study and retraining of specialists in the University are carried out on the basis of Degree Education. Educational programs and curricula for training and retraining of bachelors, specialists and masters are adopted by the Academic Senate of the University and approved by the Rector.
27. Main and determinative unit for educational process at the University is a department, taking on full responsibility for study, methodology and research in a certain field of study.
Activity of a department is regulated by the Policy on departments of the University, which is adopted by Academic Senate and approved by the Rector.
Department is managed by a head, who is competitively elected for a position by the Academic Senate of the University for 7 years. The University signs a contract with a department head.
An average number of teaching hours for various grades and fields of studies is adopted by the Academic Senate and approved by the University Rector.
28. Educational programmes, curricula, methodology instructions for teachers and students are designed and approved by the departments of the University, education and methodology commissions, Academic Councils of departments (institutes).
29. The University supplies lecturers, researchers, students, military students, postgraduate and post doctoral students and other participants of educational process with literature, class rooms, laboratory devices and equipment, technical, audiovisual and other means of education.
Research
30. The University conducts research, technical, innovation and other creative activities, main tasks and procedure of organization of which are determined by the legislation.
Research and innovation activities of the University is an integral part of education activity, that are conducted by implementation of research projects, development of innovation products and technologies, their implementation into in high-technology production, training of researchers and lecturers, participation in preparation of expert evaluations, forecasting and development of scenarios for science, technology, social, economic and community development, working out of relevant proposals and recommendations.
31. The University ensures conduct of research, rendering of scientific services under current plans, approved by the Order of the Rector based on the decision of Academic Councils of departments (institutes) and structural units. All types of scientific research are conducted by the research structural units of departments (institutes), research and educational centers, astronomical observatory, Kaniv Nature Reserve, Botanical Garden, inter-faculty laboratories, innovation centers, etc., as well as research units managed by the Research Department according to the University Policy on Research.
32. Aiming at accomplishment of research tasks set by the Decree of President of Ukraine (05.05.2008. № 412/2008) "Measures to increase the status of Taras Shevchenko National University of Kyiv" the University:
ensures the development of fundamental scientific research, its practical and education applications, selection and implementation of research projects within the University on a competitive basis;
consolidates and concentrates the resources in perspective technology and research directions by means of state and private partnership, including private businesses;
runs projects for technologies and results of fundamental and applied research commercialization according to priority directions of science and technology development in Ukraine;
sets up study, research and innovation centers at the University;
updates study and research facilities, sets up study and research centers for open use;
facilitates the development of technology and research cooperation between the University and National Academy of Sciences and industrial enterprises, as well as the setting up of joint study and research centers for high technologies;
facilitates the development of technology and research cooperation between the University and international bodies as well as businesses and industrial enterprises;
ensures the researchers' qualification increase by postgraduate and postdoctoral studies improvement; by management and consulting hours increase, better control of management and dissertations quality; setting up an effective system for performance evaluation and retraining of researchers;
by strengthening of staff and resources for research ensures the University researchers participation in perspective, practically important research, national and international science contests;
facilitates the development of international research exchange by financial and organizational provisions: annual training of academics, researchers, students and postgraduates in leading international education and research centers, invitation of leading foreign researchers for public lecturing on perspective issues, the University holdings in Ukraine of international research conferences with participation of leading foreign researchers, and the University researchers participating in international research conferences abroad;
ensures the state funding for: the development of information and analytical databases of the University, in particular Maksymovych Science Library, improvement of analytical system for research management, support for science papers publishing and the design of their web-sites, the subscription of foreign science journals, the opening of an access to international electronic databases of science papers;
implements the research results into study process, forms contents of education on the basis of latest technologies and technology developments, ensures tight links for study and research, academic and research staff cross involvement into both study and research, wide use of researchers' involvement into teaching and vice versa;
involves talented students into research, improves the system of student research conferences, awards, contests, involves students into paid for research ensuring state funding for that.
33. Research is funded by:
the state budget, allocated to fundamental research and implementation within the priority areas of science and technology
funds, received by the University for research and contractual design projects;
the University own funds, loans and other legal sources.
34. Research and technology activity of the University is one of the main areas to achieve the state standards of quality training and retraining of higher education students and highly qualified, realized through:
integration of study process, research and business;
training and retraining of specialists on the basis of research and technology developments, students' and postgraduates' involvement into research and design projects funded by both the state budget and contractually;
management of research and applied research projects in correlation with the study process within the project framework of engineering and design offices, youth research and technology creativity centers, etc.;
running of the Olympiads (contests) of students creativity;
leading researchers' involvement into study process.
35. The University research is carried out by full-time and part-time staff, including war and labour veterans of the University according to their research qualification.
Research projects are carried out by academics and researchers, doctoral postgraduates, postgraduates, students, trainees and also experts of other organizations according to the legislation, as well as those contracted and subcontracted, etc.
Specialized Academic Councils are set up for staff performance evaluation and science degrees awarding, operating according to the legislation.
36. The legal status of a researcher is determined by Ukrainian legislation.
37. The University of students and postgraduates research society operates according to its statute, approved by the Academic Senate and by the Rector.
Persons, who study at the University
38. Persons, who study at University are the students, cadets, distance students, graduates, postgraduates, postdoctoral graduates.
39. The highest body of students (military students) self-governance is the student general meeting (conference), which approves the policy and procedures on student self-governance, elects the executive bodies of student self-governance, determines their structure, powers, voting procedure, terms of office, and reporting.
The total number of the delegates to the University student (cadets) conference is calculated the basis of 15 staff from each faculty, institute. Delegates to the University student (cadets) conference are elected at the general student (cadet) meeting (conference) of faculties, institutes. The representatives of the University administration, faculty, institute may participate as observers with no voting rights.
The general meeting (conference) is considered legally bound, if it is attended by the two thirds of the total number of the elected delegates. The decisions at the conference are made by simple majority.
The University student (cadet) self-governance bodies are up and running within academic group, faculty (institute, division), student campus.
The executive body of the students University student (cadet) self-governance is the Student Parliament, reporting to the general staff meeting (conference).
40. The University student (cadet) self-governance bodies are regulated by the Constitution of Ukraine, laws and other legislation, this Statute, the Policy on the University student (cadet) self-governance, approved by the general staff meeting (conference).
41. The main tasks of the University student (cadet) self-governance are:
to protect the rights and interests of the students (cadets)
to ensure students' (cadets') performance of their duties;
to facilitate study, research and creativity of the students (cadets);
to ensure proper conditions for residence, health care and recreation for students (cadets);
setting up of various circles, communities, interest clubs;
organization of cooperation with students of other higher education institutions and other youth organizations;
to facilitate sociological studies amongst students;
to facilitate the graduates job placement;
to facilitate international students exchange.
42. In addition to the rights under the Law of Ukraine "On Education" students (cadets) of the University are entitled to:
electing and being elected to the University student self-governance bodies
attending lectures at the other faculty (institute) of the University subject to approval of the deans (directors), provided successful study with the main course, according to individual study schedule;
receiving financial support according to the legislation;
setting up funds to meet students' needs;
having a study leave, rehabilitation, transfer to another higher education institution by the legislation procedure.
43. In addition to the duties under the laws of Ukraine "On Education" the University students (cadets) are obliged to:
succeed with the curriculum within the specified periods and according to the time-table;
attend lectures, to timely inform the administration of the University, faculty (institute) on the reasons to fail to attend lectures, pass (or retake) pass/fail exams and exams, perform individual assignments, etc.
44. Persons, who study at the University (students, cadets, postgraduates, doctoral postgraduates) can be expelled from the University by the Rector's Order or authorised staff member:
by own free will;
study failure;
breach of a contract;
breaking of the University internal procedure;
Staff
45. The University staff members are academics, researchers, engineers and technicians, administrative and support staff.
46. Staff members are entitled to:
electing and being elected to the Academic Senate of the University, Academic Councils of departments (institutes, other structural units) as delegates to staff conference;
taking part in discussion and decision making on most important issues of the University operation;
getting information, legislation and other materials, being designed or used at the University;
free of charge use of study, research and other premises and equipment of the University to perform teaching, study, and research;
setting up a trade union at the University and be a member of it;
organizing and be a member of any political, social, religious or other organizations or associations, operating outside the University and in accordance with current Ukrainian legislation and Constitution. Such a membership should not in any way violate the rights of the University staff;
receiving all kinds of services and other opportunities the University can offer (including material support) for efficient solving of study, methodology and research issues;
performing part-time or hourly paid job, get paid for replacement of temporarily absent employees on the written claim from the department;
choosing methods and techniques of education, that most fully correspond to individual capabilities and ensure the development of student creative initiative and their self-study skills;
participating in the projects with other organizations, including international, under the terms and conditions, determined by the agreements with these organizations.
47. Staff members are responsible for:
honest, scrupulous and disciplined performance;
professional and timely execution of the Rector's orders and instructions or of a duly authorized person;
abiding this Statute, the Rules of internal procedure;
taking care of strengthening of the University prestige;
ensuring of high level of training and retraining of specialists and conduct of research;
taking care of professional, cultural and creative personal development of the students;
constant increase of professional standards, teaching skills, interpersonal skills;
implementation of the decisions of Staff conference, Academic Senate of the University, institution, and other structural units;
meeting other requirements of Ukrainian legislation;
48. Filling in the positions of teaching, research and other categories of employees is done in the procedure, set by the legislation.
49. Rights and duties of academics, researchers and other employees of structural units of the University are determined by law, this Statute, policies on structural units, Rules of internal procedure and the staff agreement.
50. A professor, who has impeccable work experience on this position with the University (male - 20 years, female - 15 years) and rendered great services to the University, can be awarded the title "Honorary Professor of Taras Shevchenko National University of Kyiv" with the appropriate diploma and sign. Other employees who have continuously worked with the University (male - 25 years, female - 20 years) may be awarded the honorary titles: "Honorary Education and Research Employee of Taras Shevchenko National University of Kyiv", "Honorary Researcher of Taras Shevchenko National University of Kyiv", "Honorary Employee of Taras Shevchenko National University of Kyiv" with the appropriate diploma.
The procedure for awarding the aforementioned titles is determined by Academic Senate of the University.
The rate of remunerations for employees, awarded with honorary titles of the University, increases by 15 per cent.
Academic Senate of Taras Shevchenko National University of Kyiv awards are introduced by the Academic Senate of the University. Their introduction and the procedure for such awarding are approved by the Academic Senate of the University.
52. Other rights and duties of the University staff members (salary, working hours, recreation hours, terms and conditions of employment and dismissal, social guarantees, additional rights), not defined by this Statute, can be accounted for in the staff agreement.
53. The representative of interests of the University staff is the trade union organization.
54. The University encourages the operation of War and Labour Veterans' Council that elects the Board of veterans.
55. War and Labour veterans are full-fledged staff members of the University, who essentially contributed by their selfless years-long work into the development of the University as leading education centre of Ukraine, constantly deserve attention, respect, social and psychological support, and assistance.
56. War and Labour Veterans' Council, mainly consisting of the Second World War veterans, is created as an important link of public self-governance of the University.
Academics, researchers and other employees with work experience with the University equal or over 25 years for male and 20 years for female are considered the labour veterans of the University.
Those war and labour veterans who have rendered special services to the state and the University can be awarded with the title of "Honorary Veteran of Taras Shevchenko National University of Kyiv".
57. The highest body of the self-governance of war and labour veterans is the meeting (conference) of veterans.
58. The Board of Veterans forms the elders' council as consultative-advisory body consisting of war and labour veterans' organization, determines the main goals and directions of its operation among elder veterans within the University staff.
59. Rights and obligations of war and labour veterans are determined by the provisions on the War and Labour Veterans' Organization and the Board of Veterans of the University approved by the Rector.
International Relations of the University
60. The University establishes international relations in accordance with the legislation.
61. International relations are executed by concluding the agreements with foreign nationals, education institutions, research institutions, international organizations, foundations, companies and other organizations.
62. The main types of international relations of the University are:
teaching foreign students, postgraduate training and retraining of specialists, advanced training of specialists, training and retraining of researchers;
organization of joint training, retraining and traineeship of students;
execution of joint research programs;
implementation of research projects within the grants initiated by funds of foreign countries and international organizations;

setting up of international research association and laboratories;
various types of international economic activity in accordance with the current legislation.
63. Training and retraining of specialists for foreign countries is carried out according to the international agreements of Ukraine, as well as agreements concluded by the University with government authorities, organizations, businesses, higher education institutions of others countries, foreign citizens and foreign organizations.
64. Currency and material inflows from external economic activities are used by the University to ensure its statutory operation in accordance with the budget estimate and the legislation of Ukraine.
University assets and funding of its operations
65. The University, by the rights defined by the legislation, owns:
funds, assets and other real estate, handed over to it by individuals and (or) legal entities in the form of gift, donation or testament, and on other grounds provided by the law;
income from statutory operations and property, acquired at the expense of these funds.
66. Buildings, edifices, lodging, education and research equipment, inventory and other state property, handed over to the University for operational management, as well as property (movable and real), tangible assets and other items purchased from the University funds, are used by the University for its operations and economic activities, lease and use (with no right to purchase), as well as for setting up other legal entities, and can not be withdrawn.
The matter of legally leasing out of buildings, edifices, training and research equipment and other property for any activity of a state, public and commercial organizations is decided on exceptionally by the Rector.
67. The funding of the University is executed by:
a) funds of the state budget;
b) funds received for training, retraining, certification, advanced training of staff according to the signed agreements and rendering other paid for services;
c) funds received for carrying out research (services) on the request of legal entities and individuals;
d) currency cashflows;
e) funds received for use or lease of premises, facilities, equipment etc.;
f) voluntary contributions and donations;
g) other sources not prohibited by the law.
Procedure for the University Statute ratification and its amendments
68. Draft Statute and its amendments are elaborated by the Academic Senate of the University, approved by the staff conference and submitted for the approval by the Rector of the University to the Ministry of Education and Science of Ukraine.
Procedure for restructuring and liquidation of the University
69. Restructuring and liquidation of the University is executed according to the procedure set by the Law of Ukraine "On Higher Education".
